Did big fiscal spending packages help...?

The best economic stimulus that we could have would be for congress to pay to fill our gas tanks for the next 2 years. I also saw that someone suggested that congress pay $17,000 to any family that has a mortgage. Now that would get some spending going. But to spend how many billions on crap, that is not going to have a long lasting effect.
